The Off-Highway Vehicles Act, Chapter 22 of Title 41 of the Utah Code, as amended, is hereby adopted as a chapter of the Provo City Code. Provided, however, that any provision of the foregoing having a penalty which cannot be imposed for violation of a City ordinance is not adopted.
