All measurements, tests and analyses of wastewater characteristics shall be determined in accordance with standard methods or 40 CFR Part 136 for the examination of pollutants, and shall be determined at the control manhole provided for in Section 10.03.170, Provo City Code, or on suitable samples taken at said control manhole and tested in an appropriately certified laboratory. In the event that no special manhole has been required, the control manhole shall be considered to be the nearest downstream manhole in the public sewer to the point at which the building sewer is connected.
