Any person or firm using water which is not furnished to them from the Provo City water system, and which water is discharged by said person or firm into the Provo City sewer system, shall, at their own expense, and under the supervision of the Director, install a meter either on their water supply or in the sewer line and shall be charged for service in accordance with the charges set forth in this Title.
