In the event that utility services at a structure are found to have been incorrectly billed, restitution of payment to the customer, or to the Provo City Energy Department, shall only be made on the most current thirty-six (36) month billing period. No claims shall be filed or suits shall be instituted for improper billing outside this time limit.
