Upon receipt of a recommendation from the Airport Board, the Mayor shall act upon an application within a reasonable time and shall approve the application, subject to reasonable conditions, or disapprove the application for one (1) or more of the reasons set forth in Subsection 13.09.030(2), Provo City Code. Upon approval or conditional approval, the City shall enter into a lease agreement with the applicant as provided in this Title.
