Within sixty (60) business days from the date of submission of plans and specifications for the construction or modification of any ramp, hangar or other facility, the City shall approve, approve with conditions, or disapprove the same based upon the provisions of this Title. The action taken shall be in writing. If plans and specifications are disapproved, the basis for disapproval shall be specified in reasonable detail.
