(1) All fees shall be collected by the personnel of the office in which the initial request for action is made.

(2) All fees collected shall be submitted at the end of each business day to the Finance Department together with copies of the receipt given to show the type of request made and the amount of fee charged.

(3) Any fee paid under protest will be submitted to the Finance Department with a notification thereof, and a protest will be reviewed by the Planning Commission subject to appeal of a court of competent jurisdiction, so long as the appeal is made within thirty (30) days after the determination of the Planning Commission.

(4) Payment of the fee for a special meeting does not guarantee that a special meeting will be held, the holding of which is subject to the availability of a quorum. The fee for a special meeting is in addition to the regular fee required by this Title.
