Any person dissatisfied with a decision of the City Engineer made under this Chapter may appeal the same within thirty (30) days thereof to the Board of Appeals created by the International Building Code, which Board is by this Chapter authorized to hear appeals from decisions of the City Engineer, which Board shall affirm or reverse, either in whole or in part. Any person dissatisfied with a decision of the Board of Appeals may appeal that decision within thirty (30) days thereof to any court of competent jurisdiction for an administrative and not a de novo review.
