(1) They shall, at their own expense, construct and keep in good repair all water ducts, sewers, drains, street crossings, or receiving basins, and all fixtures connected therewith, and with the distribution of water in the City, which may be affected by them.

(2) The construction, alteration and repairs must be done under the direction of the proper City official and subject to the approval of the Mayor.
