(1) A Provo Arts Council is hereby created.

(2) The Provo Arts Council shall have eleven (11) members who shall be appointed by the Mayor with the advice and consent of the Municipal Council. Each member shall serve for three (3) years, except that members may be appointed to shorter terms to provide for staggered terms among members of the Arts Council. Due to the impact of Arts programs and facilities on all of Utah County, up to three (3) or more members may be non-residents of Provo.

(3) The Provo Arts Council by majority vote shall elect from among its members a chair and a vice-chair, each of whom shall serve for a period of one (1) year. The election of the chair and vice-chair shall be held at the first regular meeting at which a quorum is present following July 1 of each year.
