(1) Before developing the private park, a scaled diagram or model of the proposed private park shall be submitted to the City Development Services and Parks and Recreation Departments showing the layout of proposed buildings, equipment, structures, parking, emergency vehicular access, irrigation or sprinkling systems, electrical systems, lighting systems and other utilities, including the location of utility meters.

(2) All buildings, equipment, structures and systems shall be in compliance with all applicable safety codes and health regulations.
