(1) The Business License Office shall issue a newsrack permit upon filing of a complete application and payment of the application fee, subject to compliance with the installation, location, and other applicable standards set forth in this Chapter. Only the named permit holder shall occupy the newsrack. Permit holders shall not sublease or sublicense newsracks to third parties.
