The provisions of this Chapter shall apply to any permit parking area established under the authority of this Chapter. The provisions of this Chapter are not intended to regulate parking on private property. If a provision of this Chapter conflicts with a provision of a chapter enacting a specific permit parking area, such as Chapters 9.83 and 9.88, Provo City Code, the provision of the specific enacting chapter shall control within that permit parking area.
