If one (1) or more water service connections are abandoned in favor of a different or larger service connection, a credit shall be given equal to the difference between the impact fee for the new or larger service(s) and the impact fee for the old or smaller service(s) as shown on the Consolidated Fee Schedule adopted by the Municipal Council. In no case shall the credit given be greater than the impact fee for the new or larger service(s).
