It shall be unlawful for any person to convey any water from any ditch or canal of the City without first having provided a good and sufficient headgate through which to take such water, to the acceptance of the City, or fail to keep such headgate in good repair, or who shall fail to close the headgate at the expiration of the time allotted to such person for the use of such water.
