(1) The Board may consider any matter related to the Energy Department and may make recommendations in regard thereto to the administration and to the Municipal Council.

(2) The Board shall have the following duties:

(a) to advise the administration and the Municipal Council on long-range planning for power generation and distribution, addressing future electrical needs and the physical facilities to meet those needs;

(b) to give advice to the administration and the Municipal Council on proposed capital expenditures;

(c) to make recommendations to the administration and Municipal Council on electricity rates and charges, and energy system additions;

(d) to make recommendations to the administration and Municipal Council on matters related to the operations of the Department;

(e) to review the monthly financial reports and operating reports of the Department and where appropriate to provide advice and recommendation to the administration and Municipal Council with respect to the same; and

(f) to review the budget and budget proposals of the Department.

(3) Members of the Board shall receive no compensation for their services, but shall be reimbursed for all reasonable expenses incurred in the execution of their duties.

(4) The board shall establish the agenda for its meetings; however, that agenda shall include or exclude items for discussion as requested by the Mayor.
