15.03.120 Construction and Maintenance of Private Roads and Driveways by City Prohibited.

(1) Provo City shall not open, grade, pave, or perform any maintenance work on any private or undedicated street, road or alley, and the City shall refrain from laying utility lines in any street which has not:
(a) been accepted by the City as a public street or alley; and
(b) received approval of the Mayor as part of a final subdivision plat or development, unless an easement is granted therefor.
(2) The City shall not accept or maintain streets or other public ways unless such streets have been constructed in accordance with standards and specifications of this Title and other applicable provisions of the Provo City Code.
