The Mayor shall be the chief executive officer of the City and its official head for ceremonial purposes. The Mayor’s powers and duties include but are not limited to the following:

(1) Supervising the administration and enforcement of all laws, sections of the Provo City Code and other ordinances of the City;

(2) Execute the policies adopted by the Municipal Council as reflected by Council resolutions, the Provo City Code or by other City ordinances which are consistent with State law;

(3) Hiring and making all appointments regarding executive employees and administrative department heads, officers and agents (subject to the advice and consent of the Municipal Council where required by State law), and disciplining or terminating the same;

(4) Making appointments to City committees, boards, commissions, and other advisory bodies of the City (except as may otherwise be specified by law) after having received the advice and consent of the Municipal Council on each separate, prospective appointment as provided or required in State law, and removing the same;

(5) Administering and exercising control of all executive and administrative offices/departments of the City;

(6) Supervising and/or coordinating the administrative functions of those authorities and agencies which are related to or affect City operations, such as Housing and Redevelopment, to the extent requested or delegated by the officers or bodies having primary responsibility for the operation of such authorities or agencies;

(7) Attending all meetings of the Municipal Council with the right to take part in all discussions and the responsibility to inform the Council of the condition and needs of the municipality and make recommendations and freely give advice to the Council, except that the Mayor shall not have the right to vote in Municipal Council meetings;

(8) Recommending to the Municipal Council for adoption such measures as may be deemed necessary or proper for the efficient and proper operation of the City;

(9) Appoint a Budget Officer to serve in place of the Mayor for the purpose of conforming with the requirements of the Uniform Municipal Fiscal Procedures Act and in all other respects fulfill the requirements of that Act;

(10) Appoint, with the advice and consent of the Municipal Council, a qualified person to each of the offices of Recorder, Treasurer, Engineer, Attorney, and removing the same;

(11) Create any other offices as may be deemed necessary for the good government of the municipality and make appointments of them, and regulate and prescribe the powers and duties of all other officers of the municipality, within the general provisions of the law, the Provo City Code and other ordinances, establishing job descriptions, job functions, job classifications or reclassifications and compensation therefor, within the parameters of the pay scale and classification schedules as adopted by the Municipal Council and the budget appropriations which are consistent with State law;

(12) Preparing an annual budget and submitting the same to the Municipal Council;

(13) Furnishing the Municipal Council with a written report by the first day of the fourth quarter of each calendar year, setting forth the amounts of all budget appropriations, the total disbursements to date from these appropriations, and the amount of indebtedness incurred or contracted against each appropriation (including disbursements and indebtedness incurred and not paid) and the percentage of the appropriations encumbered to date for the previous fiscal year, which reports shall be made available for public inspections;

(14) Authorizing the issuance of such executive rules and regulations for the general operations of the City which are not in conflict with the laws of the State, the Provo City Code or other City ordinances;

(15) Preparing and submitting to the Municipal Council:

(a) A budget transmittal letter to coincide with submittal of the budget;

(b) An annual report of the City’s financial affairs, within 180 days following the close of the City’s fiscal year (as established by State law);

(16) Subject to the requirements of statutes, the Provo City Code and other ordinances now or hereafter lawfully enacted, supervise the purchase of materials or services and otherwise authorize expenditures of funds on behalf of the City as outlined in the Uniform Fiscal Procedures Act or other State law; and

(17) Performing such other duties as may be prescribed or permitted by law including: issuing proclamations, vetoing ordinances, tax levies and appropriations, subject to Municipal Council veto override as provided by State law or performing such other duties as may be prescribed by this part or may be required by the Provo City Code or other ordinance not inconsistent with this section.

(18) Ensuring that the Municipal Council is furnished with those reports required by State and City code. The Mayor may delegate responsibility to provide each such report to any executive branch employee. References within the code to reports to be provided by the Mayor automatically include any such delegee. The following table summarizes those reports:
