A person making a request for a private, controlled or protected record shall provide two (2) forms of identification such as a driver’s license, birth certificate, social security card, etc., verifying the person’s identity, before the City releases the private, controlled, or protected record. The City shall have the right, but not the obligation or duty, to notify the subject of the record’s request, and delay disclosure for not longer than two (2) business days. Initial contact reports concerning ongoing civil or criminal law enforcement investigations may be classified as “protected” under Section 63G-2-305(10), Utah Code, as amended, while the investigation continues if the requirements of that section are met.
