The requirement to obtain a locksmithing license shall not apply to the following:

(1) Persons otherwise licensed by the State of Utah as a contractor or carpenter installing a lock as a part of a door or a remodeled door when the lock and key come from the manufacturer’s stock and involve no adjustment or reconstruction of the lock.

(2) Employees of a store where the functions are limited to simply duplication of keys by a mechanical process.

(3) Employees of an individual company or corporation where all of the locksmithing activities carried on are limited to properties under control of the person, company or corporation and when the locksmithing activities are not performed on a fee or contract basis.

(4) A person, company, or corporation or agents thereof, who are duly licensed and in business outside the jurisdiction of Provo City, when the work done on a contract basis is not of a continuing nature. It shall be presumed that any person, company or corporation doing two (2) or more contract jobs in Provo City within the same calendar year or doing business on a regular basis and shall be subject to the licensing regulations.
