Whenever animal control finds or discovers any infractions of any rule or regulation promulgated as herein provided it shall, upon receipt of such notice, immediately notify the owner or keeper of such kennel, to appear before the administrative appeals board at a day and time certain to show cause why the permit should not be revoked for such infraction.
