(1) Streets in an OSPM area might have different parking needs and so might require different parking solutions. Therefore, streets within a designated area may be broken down into parking zones, small subareas consisting of a group of contiguous block faces. The following standardizations apply within each zone:

(a) Zones shall be no smaller than one (1) block face; and

(b) All parking management strategy parameters as described in Section 9.90.040, Provo City Code, shall be uniform within a parking zone, though they may vary from zone to zone within an OSPM area.

(2) Parking on a public street within a parking zone may be restricted by either of the following parking management strategies:

(a) Paid timed parking; or

(b) Paid timed parking with optional permits.

(3) The Development Services Director or the Director’s designee is authorized to implement, modify, and terminate parking zones within the boundaries of OSPM areas. The Development Services Director or the Director’s designee may also determine the parking management strategy parameters as described in Section 9.90.040, Provo City Code.

(a) Implementations, modifications, and terminations shall require the Development Services Director or the Director’s designee to notify residents and property owners by mail within the parking zone at least two (2) weeks before the proposed changes are to take effect.

(4) The parking regulations shall be regularly enforced by Development Services Department personnel.

(5) The boundaries of all OSPM areas shall be shown on an official On-Street Parking Management Area Map adopted by the Municipal Council.

(6) Exemptions.

(a) A motor vehicle being used to provide repair, service, or emergency assistance within the designated area shall be exempt from the provisions of this Section. Such exemption shall terminate upon completion of the repair, service, or assistance provided. Nothing in this Section is intended to prohibit a resident of an OSPM area from obtaining a parking permit for such vehicles as provided in this Chapter.

(b) A public agency vehicle with an exempt (“EX”) license plate shall be exempt from the provisions of this Section.

(c) A temporary parking permit may be issued for a motor vehicle used in conjunction with a building permit for authorized construction within the designated parking area. The temporary parking permit issued under this Subsection shall expire six (6) months from the date of issuance.
