The provisions of this Chapter shall apply to any OSPM area established under the authority of this Chapter. The provisions of this Chapter are not intended to regulate parking on private property. If a provision of this Chapter conflicts with a provision of a chapter enacting a specific OSPM area, the provision of the specific enacting chapter shall control within the OSPM area.
