(1) While the Municipal Council is in session, the demeanor of each member of the Council present shall be consistent with the dignity of the office.

(2) While the Municipal Council is in session, a member of the Council or any other person present shall not interrupt another while speaking except to make a point of order. When two (2) or more members of the Council or other persons desire to speak, the Council Chair (or Council Vice-chair when functioning as Chair) shall indicate the order in which they shall be heard.

(3) When in the opinion of the Municipal Council Chair, any person is not functioning in compliance with the rules stated herein, the Council Chair shall rule that person out of order. If any person has been ruled out of order, that person shall cease speaking or refrain from the activity found to be out of order. At the request of any Council member or upon appeal of the person found out of order, the Council without discussion, shall vote upon the conduct in question. If the determination of the Council Chair is upheld and the person is found out of order, that person shall be liable to any censure or sanction a two-thirds (2/3) vote of the Council members present will find appropriate, which may include but not be limited to:

(a) expulsion for the remainder of that meeting where the offense occurs;

(b) verbal censure;

(c) written censure (to be included in the minutes); and/or

(d) arrest and charging the violator with disorderly conduct or disruption of a lawful meeting.
